About

As the Founding Director of Quantum Traffic, I’ve built a business grounded in purpose, integrity, and strong, collaborative relationships. I’m passionate about providing clear, effective traffic engineering solutions — and creating a company that both clients and team members value being part of.

With over 15 years of experience in traffic engineering consulting, I bring a deep understanding of the planning landscape and a broad technical skillset. My experience spans a diverse range of project types — from residential and commercial developments to complex mixed-use and community infrastructure projects — giving me the ability to tailor advice that is both strategic and practical.

In addition to leading our consultancy, I regularly appear as a sought-after expert witness before the Victorian Civil and Administrative Tribunal (VCAT). My expertise, communication style, and familiarity with current planning frameworks ensure that I can present clear, credible evidence that supports strong outcomes for our clients.

At Quantum Traffic, our success is built on responsiveness, quality reporting, and genuine partnerships — and I’m proud to lead a team that consistently delivers results.

Strengths and Interests

My experience includes working closely with multidisciplinary teams and collaborating with a diverse rangeof professionals — from town planners, architects, and building designers to council officers, surveyors, developers, and legal teams.

I have a comprehensive understanding of current standards, design guidelines, and best practices, which allows me to consistently deliver superior outcomes tailored to each client’s needs.

I also appear as an expert traffic engineering witness before the Victorian Civil and Administrative Tribunal(VCAT), with a strong grasp of the current tribunal environment and expectations.

Outside of Work

Outside of the office, I’m happiest when I’m moving. Running has become a huge part of my life — not justfor fitness, but as a way to stay mentally balanced and focused. What started as a hobby has grown into a realpassion, and I’m currently chasing two big goals: breaking the 3-hour barrier in the marathon and completinga 100-mile ultramarathon — both before I turn 40.

I love the discipline and mindset that long-distance running brings, and I often find it mirrors the persistenceand planning required in business and life.

When I’m not running, you’ll likely find me outdoors with my wife and our three kids — whether it’s camping, riding bikes, kicking the footy, or playing at the beach. I also enjoy squeezing in the occasional round of golf (with plans to play more regularly) as my basketball days start to slow down.

About

As a Senior Associate at Quantum Traffic, I thrive on the opportunity to contribute to complex and rewarding traffic engineering projects that make a tangible difference in how our cities function and grow. I’m driven by the challenge of solving problems through smart design, collaboration, and forward-thinking traffic solutions.

With a career built across both the private and public sectors, I bring a well-balanced perspective to my work. I understand the nuances of local government processes, as well as the commercial drivers and constraints thatmatter most to clients. My approach is practical, reliable, and grounded in experience — and I take pride inbuilding long-term relationships based on trust, follow-through, and consistent delivery.

Whether I’m working on a local planning permit application or contributing to broader strategic transportprojects, I aim to bring clarity, efficiency, and value to every stage of the process.

Strengths and Interests

With experience across both private consultancy and government roles, I bring a well-rounded perspective and a strong technical foundation to every project. My key areas of expertise include Traffic Impact Assessment Reports (TIARs), project development, road safety, and traffic design.

I believe that strong relationships are at the heart of successful project delivery. I pride myself on being reliable, responsive, and easy to work with — when I commit to something, I see it through. My ability to engage effectively with clients, consultants, and government authorities sets me apart in the traffic engineering space.

I’m always keen to understand your project needs and work together to deliver practical, high-quality outcomes.

Outside of Work

When I’m not working, I’m usually somewhere off the beaten track. I have a deep love for the outdoors —whether it’s heading out on a 4WD camping trip, casting a line at a quiet fishing spot, or just getting my hands dirty in the garden.

I find that time spent outdoors helps me recharge and stay grounded. Gardening, in particular, is a bit of a personal project — I’m working towards bringing my landscape vision to life one weekend at a time, and enjoying the process along the way.

These moments outside of work give me perspective and energy that I bring back into my professional life —with a clear mind, a fresh outlook, and a drive to keep moving forward.

Manager

About

As the Manager of NSW/ACT at Quantum Traffic, I bring together strong technical expertise as a Traffic Engineer with a clear focus on communication and collaboration. I understand that successful project outcomes don’t come from technical solutions alone — they come from a deep understanding of each client’s needs, clear communication across all stakeholders, and practical, outcome-driven advice.

Whether working on small-scale developments or complex, high-impact infrastructure projects, I take pride in delivering traffic engineering solutions that are informed, efficient, and aligned with broader planning goals.

Strengths and Interests

My key areas of interest lie in sustainable transport, transport impact assessments, and advanced transport modelling, including microsimulation techniques. I’m passionate about using data and evidence-based approaches to solve transport challenges and enhance project performance — whether it’s through a local parking study or a broader precinct-wide traffic analysis.

I stay up to date with evolving modelling tools, best practices, and policy frameworks, ensuring the advice I provide is both technically robust and tailored to the unique needs of each project. My goal is always to simplify complexity and help clients make informed, confident decisions — even in the face of regulatory or design challenges.

If you’re looking for a proactive and practical traffic engineering partner, I’d love to hear about your next project.

Outside of Work

When I’m not working, you’ll often find me out on the trails — running or hiking through nature to unwind, recharge, and enjoy the mental clarity that comes from time outdoors. I’m always keen to explore new places and push my limits, both physically and mentally.

At home, I’m usually watching a good game of soccer or diving into something new — whether it’s a topic I’ve stumbled across or a fresh area of interest. Lifelong learning is something I value deeply, and I’m always looking to expand my knowledge — both professionally and personally.

Peter Chan

Traffic Engineer

About

As a Traffic Engineer at Quantum Traffic, I work closely with clients, consultants, and authorities to help deliver smart, practical solutions for a diverse range of transport projects. My day-to-day involves interpreting council feedback, undertaking traffic and parking assessments, and helping guide projects through the planning process — whether small residential developments or larger commercial projects.

With nearly a decade of industry experience, I’ve learned that effective communication is just as important as technical knowledge. Understanding the unique priorities and constraints of each project allows me to tailor my advice and create outcomes that are not only compliant but genuinely helpful for all stakeholders involved.

Strengths and Interests

I’ve always enjoyed problem-solving and collaborating with others, which is what drew me to traffic engineering. I find it rewarding to work on projects that genuinely improve how people move and interact within their communities.

While I love tackling complex technical challenges, some of the most fulfilling projects I’ve worked on have been smaller in scale — where I’ve helped first-time clients navigate the planning system with clarity and confidence. I pride myself on being approachable, thorough, and committed to continuous learning.

Outside of Work

When I’m not at my desk, I enjoy spending time outdoors, catching up with friends, or heading out for a walk in nature. On quieter days, you’ll likely find me at home enjoying a movie or getting competitive over aboard game.

Also fun fact I can juggle! While I’m no circus act, it’s a quirky and surprisingly effective way to take a quick break and reset.
