Overview

The Canberra Racing Club is seeking a Territory Plan Variation to enable the rezoning of underutilised land at Thoroughbred Park in Lyneham for a range of complementary uses, including commercial, commercial accommodation, and residential developments. To support this process, Quantum Traffic was engaged to conduct a comprehensive Traffic Impact Assessment (TIA), ensuring that future development can be effectively integrated into the surrounding transport network.

A key component of the project was the development of a large-scale Aimsun traffic model, providing a detailed analysis of the existing and future traffic conditions, and assessing the impact of the proposed zoning changes on the surrounding road network.

To support the Territory Plan Variation, Quantum Traffic delivered:

  • Traffic Impact Assessment (TIA) – Evaluating the transport implications of the rezoning, including traffic generation, network capacity, and mitigation strategies.
  • Aimsun Traffic Modelling – Developing a large-scale microsimulation model to analyse current and future traffic patterns, incorporating major intersections and arterial corridors.
  • Light Rail Integration Analysis – Assessing the interaction between the road network and the existing light rail services along Federal Highway and Flemington Road to ensure seamless transport integration.
  • Congestion & Intersection Performance Analysis – Identifying key congestion points and recommending targeted road network enhancements to accommodate future development.

Challenges/Solutions

The primary challenges of this project included modelling an already congested road network and ensuring that the Aimsun model accurately reflected interactions with the light rail system on Federal Highway and Flemington Road.
