Overview

Quantum Traffic was engaged to provide expert Traffic Engineering and Waste Management Services for a 100-apartment mixed-use development in the heart of the Ringwood Activity Centre. Developed by Pitard Group and designed by VIA Architects, this project aligns with the vision for Ringwood’s ongoing growth as a major urban hub, promoting sustainable transport and efficient land use.

Located within close proximity to Ringwood Railway Station, the bus terminus, and Eastland Shopping Centre, the development supports a less car-dependent lifestyle, reducing reliance on private vehicle ownership and encouraging alternative transport options. As Ringwood continues to evolve into a key activity centre, projects like this play a crucial role in delivering high-density, well-connected, and sustainable urban living.

Services

To support the successful approval and delivery of this project, Quantum Traffic provided:

  • Traffic Impact Assessment Report (TIAR) – A detailed analysis of the proposed development’s traffic generation, parking supply, and impact on the surrounding road network, ensuring compliance with council expectations and broader transport planning objectives.
  • Green Travel Plan – A strategic framework promoting sustainable transport options, including public transport use, cycling infrastructure, and pedestrian connectivity to key amenities.
  • Waste Management Plan (WMP) – A carefully designed waste collection strategy ensuring efficient, practical, and compliant waste disposal for both residents and commercial occupants.

Outcomes/Benefits

  • Council permit secured, with a well-structured traffic and waste management approach supporting the approval process.
  • Reduced car parking provision, aligning with the site’s exceptional public transport connectivity and broader council goals of minimising car dependency.
  • Improved sustainability outcomes, with a Green Travel Plan encouraging walking, cycling, and the use of public transport.
  • Effective waste management solution, integrating practical collection methods while maintaining site functionality.

Challenges/Solutions

As Ringwood Activity Centre continues to transform into a high-density, mixed-use precinct, balancing car parking needs with sustainable urban planning is critical. The project’s car parking reduction required careful justification, particularly in demonstrating the viability of alternative transport options.

Quantum Traffic’s Traffic Impact Assessment Report and Green Travel Plan played a key role in supporting this approach, highlighting the site’s prime location near Ringwood Station, the bus interchange, and Eastland Shopping Centre. By promoting access to efficient public transport, cycling facilities, and pedestrian-friendly infrastructure, the development aligns with the future vision for Ringwood as a vibrant, transit-oriented centre.

Additionally, our Waste Management Plan ensured that waste collection was both practical and compliant, meeting council’s sustainability objectives while maximising convenience for residents. Through expert planning and strategic solutions, Quantum Traffic contributed to a well-integrated, future-ready development that enhances urban liveability while supporting Maroondah City Council’s vision for a modern, well-connected Ringwood Activity Centre.
