Overview

Quantum Traffic was engaged to conduct a comprehensive review of the existing traffic and parking conditions at Lake Ginninderra College in Belconnen, focusing on external access arrangements, on-site car park layout, signage and linemarking, bus access, and parent pick-up/drop-off operations.

A key outcome of this assessment was the development of a Car Parking Management Plan, which outlined recommended modifications to improve circulation, efficiency, and safety within the on-site car park, ensuring a more effective and user-friendly transport environment for students, staff, and visitors.

Services

To enhance the functionality and safety of the college’s transport operations, Quantum Traffic delivered:

  • Existing Conditions Review – Assessing access points, internal circulation, parking demand, and interaction between vehicles and pedestrians.
  • Car Park Layout & Circulation Assessment – Identifying operational inefficiencies and proposing layout refinements to enhance vehicle flow and minimise conflicts.
  • Signage & Linemarking Review – Evaluating and recommending improvements to signage and pavement markings to improve clarity and user guidance.
  • Bus & Parent Pick-Up/Drop-Off Operations Review – Analysing existing facilities and suggesting modifications to improve safety and reduce congestion.
  • Car Parking Management Plan – Developing a structured plan with targeted recommendations to enhance parking and access operations.

Outcomes/Benefits

  • Optimised car park circulation, reducing congestion and improving overall functionality.
  • Enhanced safety and accessibility, with improved signage, linemarking, and wayfinding.
  • More efficient parent pick-up/drop-off operations, minimising delays and conflicts.
  • Better coordination between vehicle, bus, and pedestrian movements, ensuring a safer environment for students and staff.

Challenges/Solutions

The key challenge of this project was addressing parking and traffic flow inefficiencies within a constrained site, while ensuring safe interaction between vehicles, buses, and pedestrians during peak periods.

  • Car Park Reconfiguration Strategies – Recommended modifications to internal circulation, including entry/exit adjustments and revised traffic flow patterns, to improve efficiency and reduce congestion.
  • Targeted Signage & Linemarking Enhancements – Suggested new wayfinding and pavement markings to create clearer guidance for all users.
  • Improved Pick-Up/Drop-Off Arrangements – Provided strategic refinements to bus and parent zones, reducing wait times and improving safety.
