Overview

Quantum Traffic were delighted to assist Fort Street/ISPT with successfully acquiring approval for the design of the Keilor Central Shopping Centre masterplan, allowing for the development of various future stages of revitalising retail offerings and residential aspirations.

Specific to transport, the masterplan has ambitions to strengthen the:

– Pedestrian connectivity between the centre and the Brimbank Aquatic & Wellness Centre with the ‘The Front Yard’ project which aims to build a community connection and provide a vibrant retail and mixed-use precinct that locals will love for years to come;
– Vehicle, cycling and pedestrian connectivity between Brimbank Aquatic & Wellness Centre, Keilor Central and surrounding residential precincts to the east, west and north.
– Retail interface to the north and provide a vibrant community space and meeting space for local residents.
– Housing availability and diversity to the Keilor Downs community.

The Masterplan and Development Plan enables a significant expansion of the Keilor Central Shopping Centre in Victoria.

Approval of the Development Plan was obtained in 2023 and provides for the staged redevelopment of the centre for the next 10-15 years.

The Development Plans changes the ethos behind the traditional “internal pedestrian mall” through the provision of:

  • A broader range of uses, including 320 new dwellings.
  • 20,000sqm of new retail, shops and marketplace which “open out” and embrace the outdoors.
  • New laneways and market style experience.
  • Landscaping and “greening” public places.
  • Improved activation, visitation and connections to the existing centre
  • Staged, masterplanned redevelopment incorporating a variety of land uses.

Challenges/Solutions

The Keilor Central presented unique challenges due to its strategic location amid various ongoing developments.

Integrating the site with surrounding land uses—such as an aged care facility, residential estate, and the Brimbank Aquatic Centre —required careful planning to ensure seamless connectivity and functionality.

Collaboration with key stakeholders was an integral part of ensuring the necessary infrastructure could be built to accommodate the anticipated increases in vehicle and pedestrian traffic within and around the shopping centre precinct.

Balancing the revitalisation goals with the needs of the surrounding community was essential, demanding innovative solutions and effective communication for a complex project.
